Energy Conservation and Optimization (ECO) Act Implementation Web Page

Intro

This web site provides information about the Minnesota Department of Commerce’s effort to implement three aspects of H.F. 164, the Energy Conservation and Optimization Act of 2021 (ECO Act). The three aspects are:

  • Efficient Fuel-Switching Guidelines (authorizes utilities to incorporate into their Conservation Improvement Program [CIP] portfolios programs and measures that switch fuels based on qualifying criteria, which include not increasing greenhouse gas emissions) –
    • Update: MN Department of Commerce Adopted Guidelines on March 15, 2022;
  • Electric Vehicle Sales Guidelines (removal of sales to charge electric vehicles [for a 10-year period] from the calculation of utility CIP target energy savings) –
    • Update: MN Department of Commerce Adopted Guidelines on December 30, 2021;
  • Load Management Guidelines (elevates the role load management programs can play in utility CIPs and specifies that the programs must be cost effective) –
    • Update: Included in MN Department of Commerce Guidelines adopted on March 15, 2022.

This site will be updated regularly with information about the process to provide advisory input to the Department of Commerce’s process to develop guidelines for implementing these portions of Minnesota’s ECO Act, including meeting information, notes, and instructions regarding how to participate.
